Note that Galadriel doesn't pull this off either. It's just the image of the worst horror that she could become.

I am amazed that the effects they used on her made her both beautiful and terrifying. That remains one of the most chilling moments of the movie for me.

Oddly enough, watching Arwen also gave me chills, but I can't rationally say why.
